Require a bond be posted if the Kinder Morgan is twinned and transports Dilbit crude.

In the event that the Kinder Morgan pipeline is approved and built to transport Dilbit crude, require a bond be posted to protect taxpayers from the expense of cleanup in a worst case situation where Kinder Morgan cannot cover the cost. Allow citizens to apply for relief from this bond if they are adversely effected by a pipeline spill.

    We now know that BC is to get $25M per year, though when that starts and stops and what provisions it is subject to is less clear. For those people that see the pipeline as economically sensible, it might help if they understood or could see the cost a 3rd party would charge to insure this project.

    We have not been given a full accounting of Kinder Morgan subsidies and do not understand the risk we are taking. There is no full and effective disclosure of this project.

    The taxpayers are the ultimate insurer of these projects. We cannot rely on the continuing viability of Kinder Morgan in the event of a catastrophic spill from the pipeline or a tanker transporting Dilbit. The risk to the taxpayer should be included in the cost of the pipeline. $100 Billion or other as justified from a worst case scenario is required.
