Daycare

While it is in the Ministry of Education mandate letter that land for daycares should be provided by school districts, it should go one step further so that the uncooperative school districts cannot impede this process. Every school district should be required to specifically designate land for daycares and make it available. One metric for the amount of land could be simply m3 per capita of children in the SD.
